More similar in layout to Photoshop is Pixlr. What makes Pixlr stand out is that it's available as a browser-based editor and as a mobile app (for Android and iOS devices). Without needing to download anything, you can open up Pixlr.com and go to work on your images inside your preferred browser.
Photoscape is available for Mac and Windows and is the simplest editor of the bunch. You can apply filters, crop and do some other basic adjustments to your images. Also available is a simple GIF creator tool. This is a rather watered down editor, however.
